Drivers on E. Kemper Road in Springdale will lose an eastbound lane starting Aug. 17, as the city kicks off a $1.9 million road and path project expected to last through spring 2027.
The lane closure runs from Century Boulevard to Chesterdale Road and will stay in place for the duration of curb and sidewalk work on the eastbound side, according to a city announcement posted Aug. 15. All business and residential access will be maintained, but the city warned drivers to expect minor delays.
The project also permanently removes a westbound travel lane to make room for a new 10-foot-wide multi-use path on the north side of E. Kemper Road, according to the city's project page.
What's being built
Phase 1 stretches from Commons Drive/Century Boulevard to Chesterdale Road and includes:
- A 10-foot multi-use path on the north side
- New 4- to 6-foot ADA-compliant sidewalks on the south side, closing existing gaps
- Upgraded pedestrian crossings and ADA ramps
- A replacement traffic signal at Century Boulevard
- Roadway resurfacing, curb and gutter work, and stormwater improvements
- Bus stops with shelters, benches and sidewalk courtesy pads
How it's paid for
Springdale secured $2,232,000 through the SORTA Transit Infrastructure Fund, covering roughly 90 percent of the cost. Five firms bid on the contract. Adleta Construction won with a low bid of $1,939,493 after a March 5 bid opening that came in under the engineer's estimate.
Council President Jeffrey Anderson noted at the March 18 meeting, when council adopted the authorizing ordinance, that the SORTA grant brings Hamilton County transit-tax dollars back to Springdale. He called it "a great opportunity from my perspective for us to do something great for the Community and getting some of those funds from the tax increase that happened for the County related to the bussing back locally."
The city has also requested an additional $240,000 in federal funds to close the remaining gap; that request was still pending as of Aug. 15.
What comes next
The project supports Springdale's Bike and Pedestrian Connectivity Plan and ties into nearby development, including the Artisan Village redevelopment and Ditsch USA's expansion. A related Phase 2 project at Kemper Road and Northland Boulevard is under design with ODOT and expected to begin construction in spring 2027, with completion targeted by the end of 2029.
