Springdale's Planning Commission will take up a Sam's Club remodel and two zoning code amendments tied to the former Tri-County Mall site when it meets Tuesday, Aug. 11, at 7 p.m.
The Sam's Club at 800 Kemper Commons Circle is seeking approval for an interior and exterior remodel with an addition to the existing building, according to the [commission's agenda](https://springdaleohio.gov/Documents/Department/Planning Commission/2026 08 11 PC Meeting Agenda FINAL.pdf). Gerald Taylor of CESO, an Ohio-based engineering firm, filed the application on behalf of Sam's Real Estate Business Trust, the property-holding entity for the store.
The agenda lists no cost or scope. The application is listed as new business, meaning Tuesday will be the commission's first review.
Zoning rewrite reaches the commission
The meeting also advances Springdale's broader zoning code overhaul, with two items tied to 11700 Springfield Pike, the 76-acre former Tri-County Mall site now branded City Center Springdale.
A text amendment (Application #20260364) returns as old business, having already been introduced at a prior session. A companion map amendment (Application #20260425) is new business and will include a public hearing, giving residents a chance to weigh in.
Both amendments stem from the Zoning Code Update Committee's recommendations. Council member David Gleaves, who was appointed to the committee in June 2025, told City Council on June 17 that the panel intended "to present a draft to Planning Commission in July and to Council in August." The text amendment first went before all three land-use bodies at a joint session on July 8, as we reported July 21. Tuesday's agenda confirms the draft has now formally reached the commission on the timeline Gleaves outlined.
The city's zoning code was last updated in 2017 by McBride Dale Clarion, the Cincinnati firm that serves as Springdale's staff planner.
What's at stake at the mall site
The former Tri-County Mall has been the subject of a years-long redevelopment push. The Planning Commission voted 7-0 on Oct. 8, 2024, to recommend approval of a major modification to the site's Planned Unit Development, which allows demolition of most of the existing mall structures except two parking garages and two out-lots. City Council held a public hearing on the modification (Ordinance No. 58-2024) on Nov. 20, 2024.
The approved PUD conditions permit up to 2,600 residential units, 600,000 square feet of retail and restaurant space, 750,000 square feet of office space, 400 hotel room keys and 200,000 square feet of fitness uses across the site.
The specific text and map changes proposed for Tuesday's meeting have not been made public in detail. Residents can attend the public hearing on the map amendment at the Springdale Municipal Building, 11700 Springfield Pike, at 7 p.m. Tuesday.
Per the timeline Gleaves laid out in June, City Council is expected to take up the zoning text amendment later in August if the Planning Commission acts on it Tuesday.
