Springdale's three land-use bodies convened a joint special meeting on Wednesday, July 8, to hear proposed text amendments to the city's zoning code. A formal draft is expected to go before the Planning Commission in July 2026 and before City Council in August 2026, according to the timeline council member David Gleaves laid out at the June 17 regular council meeting.

City Council, the Planning Commission, and the Board of Zoning Appeals met together at 6:00 p.m. at the Springdale Municipal Building, 11700 Springfield Pike. The three bodies rarely convene simultaneously.

Liz Fields, a planner at McBride Dale Clarion, the Cincinnati firm that serves as Springdale's staff planner and last updated the city's zoning code in 2017, presented the proposed amendments. The agenda listed a joint discussion among the three bodies following her presentation.

Revision committee set the timeline

Gleaves, who was appointed to the Zoning Code Revision Committee by a four-vote council majority in June 2025, reported to council at its Wednesday, June 17, 2026 meeting that the committee had met the day before with city staff, McBride Dale Clarion representatives, and members of both the Planning Commission and Board of Zoning Appeals.

"The Committee reviewed and made recommended modifications to the P.U.D. section, as well [as] the design guidelines," Gleaves told council on June 17. "The Committee intends to present a draft to Planning Commission in July and to Council in August. Be prepared for that."

The city has not yet published minutes from the July 8 joint session, so the specific amendments discussed and any direction given by the three bodies have not been made public.

Short-term rental moratorium adds context

The code revision effort comes amid broader zoning activity. On June 17, City Council passed Ordinance No. 30-2026 on first reading with an emergency clause, establishing a 180-day moratorium on all permit applications for short-term rentals in residential zoning districts. The moratorium gives the city time to draft permanent regulations while the larger code update moves forward.

The July 15 regular council meeting agenda still listed the Zoning Code Revision Committee as a standing report item under Gleaves, confirming the process remains active.
